After Elsevier's 2017 acquisition of bepress, Western University Libraries undertook a values-driven migration of 26 independent journals off bepress Digital Commons to open-source OJS, to keep its publishing tools within the academic community. Lacking in-house IT capacity, the library partnered with the provincial consortium Scholars Portal for hosting. A post-migration survey found 74% of editors judged OJS as easy to use as bepress, though some noted a learning curve around CSS customisation. A Canadian library-publishing example of leaving a commercial platform for open source on principle.
