The Texas Digital Library (TDL) provides managed OJS hosting in the Amazon cloud for its member institutions, handling system administration so university journal teams can focus on editorial work. TDL enforces open-access eligibility requirements for all hosted journals and provides extensive asynchronous training (via the PKP School) to ease editorial boards into OJS's staged workflow. A US example of a regional library consortium delivering open-source journal publishing as a shared service.
